WOSB Certification Guide: Step-by-Step

Woman-Owned Small Business certification opens exclusive federal contracting opportunities: set-aside contracts, sole-source awards, and prime contractor subcontracting goals. But the process is detail-heavy and unforgiving.

This guide is written from the perspective of a certified WOSB contractor (CAGE 19CG4) that has navigated the process successfully. Follow each step in order, treat documentation with care, and you will eliminate the most common delays and denials.

Step 1

Confirm Eligibility

Before starting, confirm your business meets every SBA WOSB / EDWOSB requirement:

  • At least 51% unconditionally owned by one or more women who are U.S. citizens
  • Women must manage day-to-day operations and make long-term decisions
  • The woman owner(s) must hold the highest officer position
  • The business must be small per SBA size standards for its primary NAICS
  • For EDWOSB: the woman owner(s) must be economically disadvantaged (net worth under $850K, adjusted)
Common Pitfall

Passive ownership (investment only) does not qualify. The woman owner must actively control management and daily operations with no restrictive agreements that limit that control.

Step 2

Register on SAM.gov

Every federal contractor must have an active SAM.gov registration before pursuing any certification:

  1. Create an account at sam.gov
  2. Complete entity registration — business info, NAICS codes, PSC codes, and reps & certs.
  3. Obtain your UEI (Unique Entity ID) and verify your CAGE code.
  4. Mark WOSB / EDWOSB status in the "Assertions" section under socio-economic categories.
  5. Keep SAM active — renew annually. An expired SAM registration voids your WOSB status.
Pro Tip

Add every NAICS code your business realistically performs. Contracting officers filter opportunities by NAICS — missing a code means missing a solicitation.

Step 3

Gather Documentation

The SBA requires specific documents to prove ownership, control, and size. Collect these before opening the certification portal:

Articles of incorporation / organization
Operating agreement or bylaws
Stock certificates / membership ledger
Signed personal financial statement (SBA Form 413)
Business tax returns (last 3 years, if applicable)
Personal tax returns for all owners
Resume of the woman owner (showing management experience)
Business bank signature card
Leases, licenses, or key contracts
Any trusts, votes, or agreements affecting ownership

For EDWOSB, you must also submit a signed statement of personal net worth. Ensure all documents are current and consistent — discrepancies between SAM, tax returns, and corporate records are the #1 reason for denial.

Step 4

Submit via SBA Certification Portal

SBA moved WOSB / EDWOSB certification to its online portal. Here is the exact workflow:

  1. Login at certification.sba.gov using your SAM.gov credentials.
  2. Start a new application — select WOSB or EDWOSB based on your economic status.
  3. Complete the questionnaire — ownership, control, management, and size standard questions.
  4. Upload all supporting documents in the format specified (PDF preferred).
  5. Review and certify — sign the electronic signature attesting to accuracy.
  6. Submit and track — average review time is 60-90 days.
Watch Out

If you receive an “additional information requested” (AIR) notice, respond within 15 calendar days. Missing the deadline resets your review queue.

Step 5

Maintain & Leverage Your Status

Certification is not a one-time event. Maximize its value with disciplined maintenance:

  • Annual Recertification
    SBA requires yearly recertification. Set a calendar reminder 60 days before expiration.
  • Update SAM.gov Promptly
    Report ownership or address changes within 30 days. Outdated SAM data triggers compliance flags.
  • Bid WOSB Set-Asides
    Search SAM.gov and beta.SAM.gov for “WOSB” or “EDWOSB” set-aside solicitations in your NAICS.
  • Build Past Performance
    Document every contract delivery. Past performance ratings determine win rates on future bids.
